Not to be a smart-ass, but to answer the question of where it's written, I believe it was covered pretty thoroughly in the 17 pages on this thread.

Then it was covered quite well again in the 9 pages in this thread.

And that's not even mentioning the 12 pages in this current thread.

The information was there.  You just weren't listening to us when we tried to tell you.  Or you just didn't believe us.

As I have said, it's wrong, no two ways about it. It sets up a win-lose proposition, sets users at each other, or hadn't you noticed. And forces some users to make decisions they any not wish to make. I passionately believe that Ken is dead wrong on this issue and you as well, what a surprise, he chosen a solution that is win-lose, when there are ways he could choose which would be win-win for all. Does it surprise me, no, I have seen ken doing this increasingly, does it disappoint me, you bet it does. Becauser myover-arching philosophy is that the Program serve ALL users, not some, not the stupid majority or the stupid minority but ALL users and MOST of the time this CAN be achieved.

I know I am going to get hammered for this. 

It isn't written anywhere that you should know this but...and it is a big but...if you are going to write a rule, which it seems you are claiming to have done, and you want people to consider what you intended, you darn well better know how the program works.  I am sorry, but it makes no sense to write a rule based on an assumption.
