That's the two most comon methods.
One is simple (Sentence case) and one is a little less simple (Title case). Both are used on Titles so the name is not important.

I second this motion. 

There's also a change submitted to change As Good As It Gets to As Good as It Gets.  This is in line with the current revised rules but this title has always been As Good As It Gets.  Even on the cover the first letter of each word is larger then the rest implying the first letter is uppercase while the rest are lower case.  The rules are flawed at best.

If it was my program. I would first invite people who contribute on a regular basis, and have a first hand experience of using the vague, outdated rules. Forum trolls and the occasional contributor would not be seated in the committee. No volunteers, they usually have a personal agenda.  Once the committee has finished with their draft of the rules, I would have another committee go over that draft and then send it back to the first for revisions. Then make it public for input.

The very first sentence in the rules, pertaining to Titles, is "Use the title from the front cover." Capitalization rules do not alter that fact.

Changes that apply the capitalization rules, while ignoring the basic Title rule, are incorrect and should be declined.

you are missing my point. once it leaves the 1st. Is gone over by the 2nd, sent back to the 1st with suggested changes (so everyone can understand them - reason for the 2nd committee).

I'm not sure exactly what you are saying here.

The "first rule","Use the title from the front cover", is there to prevent people from using the title from the film's credits, the spine, the credit block, IMDB or any other source. It has nothing to do with capitalization, which is spelled out further down in the section.
