here is an item, I've yet to see in the past .. I can't edit this contribution because it is locked? or is being reviewed?  is this correct?  anyone know?

Actually I would like to see this change.

Let's say that by mistake or simply overlooked a BY a contribution is put up for review. But I notice it a little later, well I can't withdraw my error, correct the error and resubmit or even edit my notes to add info about the BY.
The only solution is to either leave it up or to do another contribution but now end up with two pending contributions of the same profile.

Anyone know why this is set up this way?

I can't imagine why this is, no. There have been occasions where I've wanted to edit the notes, or even withdraw or overwrite such a contribution, but couldn't. Pretty frustrating, and for the life of me, I can't see any upside to not allowing this for these particular contributions. I can only see the downside, so I don't get it at all...
