Is Special Makeup Application a valid credit?

I would say no for the Matthew W. Mungle credit in this example. It most likely just means he applied the Make-up Effects, but had little or nothing to do with their conceptual creation or design.

Creg Cannom would get a credit as Special Make-up Effects, since he created and also applied them.

Hmmmm

I always read "special" as makeup effects, otherwise it isn't "special".
Do they have to be designed and applied by to qualify? I guess I could do more custom credits since I'm in the minority so far, but this is a credit that I would want. I want to know what effects folk worked on what, if they supervised, designed or helped doesn't matter as much to me.

What flick is this from? Looks familiar, so I might need to go lock it!
