Should there be more than one locality for this profile?

I'm sitting here with a DVD with EAN 5414939003516 - it is Gabriel Iglesias: Hot and Fluffy.

There aren't really any localized versions of this - it looks like the same release is sold in all PAL-land, and there is no localized version for each country.

Now, the only profile for this EAN has locality Netherlands, but the media company, [PIAS] Comedy, is localized in Belgium according to their phone number.

Shouldn't the locality then be Belgium?

From which country is the film rating label on the DVD cover?

I have many of those DVD's and Blu-ray's. Same sold in different countries with same EAN and only the English Overview. For me I open them always with the locality where the rating is from. So rating United Kingdom, then the film should be open only there and nowhere else. But this is my opinion.
